Which one of the following CANNOT be true within a single zone?

The stimulus states no more than 3 subzones in any zone...

How can it logically be interpreted to mean "no more than 3 of any given subzone in one zone"???

Where are you seeing that we can't have more than three sub zones in any given zone? The passage tells us that we can't have more than three sub zones given over to any one use in total, but this isn't the same as saying no more than three sub zones in one zone.
