I got this question right on my practice test and then selected the wrong answer in blind review

I think the main issue with C is that the author is trying to focus on what a deliberate crime is in the first paragraph. The end goal is to help the reader understand what he is referring to, and the fact that not all crimes can be deterred feeds into the broader goal of defining what is a deliberate crime.
