Would the use of leverage meet the criteria for abuse of monopoly power outlined in the first paragraph?

The reason answer C is incorrect

Ok, just to make sure I have the logic right, just because leverage is one way to abuse monopoly power doesn't necessarily mean its a characteristic of monopoly power? correct?

I think that's a fair way to put it, but the main issue with C is not that it isnt necessarily characteristic of monopoly power, but rather, that possession of monopoly power alone is not a violation of antitrust law.
