i do not understand either why c is wrong. can someone please explain?

In the original argument, we are told that the necessary condition of the original statement is met. That is that the mayor used simple enough terms, and we are told that simple enough terms are needed for the public to engage.

In c however, the condition that is met is the sufficient condition not the necessary condition. We are told that in order to want to be good one must not confuse, and that the teacher in question wants to be good. That means c fulfills the sufficient condition while the argument Fufills the necessary condition.
