How would the cause and effect relationship concerning this one be related to the deer population? The stated conclusion in the paragraph tells us about injuries (the entire point of the paragraph seems to be talking about public safety, not deer population). In what way is the increase in population the effect of the ban and not the fact that there is an increased danger to the community?

As opposed to Cause hunting ban and Effect harm to the community?

How are we supposed to know to differentiate as my approach wasn't correct

The passage tells us that the hunting ban led to an increase in the number of deer, which in turn led to a public safety risk via accidents. You should consider the entire argument, as neither makes sense in isolation. The hunting ban does cause harm to the community, albeit indirectly.
