Could someone please provide another explanation? I'm having difficulty seeing how the answer can be interpreted the way it's meant to be interpreted.

I like to try to put answers into my own words. Here, I would say this is saying not to ask all survey takers a question if some people who answered a certain way to another question cant possibly answer the question at Hand. I think it's also helpful to imagine this scenario. For example, a survey might first ask if you rent or own, and then ask everyone's monthly rent. It would be futile to ask the homeowners what their monthly rent is.
