How do you resolve the paradox in this question?

I am a little confused by the correct answer's mention of vegetation. Is it reasonable to infer that more rainfall causes increased vegetation and therefore, more financial damage will result from a brush fire?

Hello. Yes, this was also how I understood the answer. It suggests that these large fires need a lot of vegetation for fuel. If this is true, then during a drought we could assume that this large level of vegetation is not present, just using what we know to be true about plants and water.

This is spot on! Drought means less vegetation, which means less intense fires
