This starts with recognizing how deeply stupid the argument is. The author claims that since unemployment increased less under them than under their predecessor, the total number of unemployed people fell. This is idiotic. The rate at which unemployment increases is positive in both cases, so it means that during both periods, the total number of unemployed people increased. This is the exact opposite of what the author claimed. E is more or less irrelevant to the argument.
