I have a question about the video

In the set up of scenario two in the game set up video, why does I2 HAVE to be W? Why can it not be Y? I do not see any reason as to why I2 has to be a W in scenario 2.

Yes I have the same question, I thought I2 could be either Y or W?

Looking over this problem, I have the same question of why must I-2 be "W" in scenario 2.

I typed too soon. To whomever reads this: In scenario 2, we can't forget rule 5. If I-2 has an option of Y/W than F-2 would have that same option. But that can't be, because if by deduction I-3 is W, then it could never be an option anywhere in France, due to rule 5.

Hard to explain, but I hope it helps in some way.
