The author sets out two criteria for blame: agency and conscience, and uses these criteria to prove that groups in general are not worthy of blame. They then use the claim that groups are not blameworthy to support the idea that blame should thus be assigned to individuals. Therefore, the first sentence is an intermediate conclusion, and the second, third, and fourth sentences prove the first sentence.
