Why is E incorrect?

I thought E was part of Gilman's view due to line 55 "Future progress, she believed, now required the restoration of a balance that would include what she saw as female qualities of cooperation and nurturance."

Hi, line 55 shows that G thinks that inclusion and cooperation would be necessary for social progress. E is saying that social progress will lead to cooperation and inclusion. G says they are necessary conditions for progress, E says that progress is a sufficient condition for cooperation and inclusion.
