Why is A not a correct answer? Is she not assuming in A that a dangerous surgery is ethically justified only if it is medically necessary.
The answer B is simply restating what the passage already says.

Hi, the argument has nothing to do with what is or is not ethically justified, we are only trying to prove that the surgery is not medically necessary. A sets out that being necessary is a necessary condition for the surgery bring ethical.
B is not actually restating the passage. The passage's conclusion is that the tests can lead to unneeded surgery. However, we do not know for sure that it is not necessary. The author assumes that nonmalignant means that surgery is not needed, but we do not know that for sure. Maybe the malignant polyps become malignant over time, or lead to other complications. B eliminates this possibility.
