Why not C ? Ashley is saying that our systems are designed by our own cognitive makeup and our environment. So more than likely the aliens generated systems would be the output of their cognitive makeup and environment. i don't think she disagrees that aliens may produce a version of the radio communication, it just might not be the exact same as ours.

Sure, Ashley thinks that our technology is influenced by cognitive makeup, but does Paula? Paula never makes any comment about our "cognitive makeup," or how it does or does not influence our technology. Without knowing her opinion on that matter, we have no idea if she has disagrees with Ashley.

The surest way to eliminate most wrong answer choices on Point at Issue questions is to ask "Do both speakers express an opinion on this ?" If one speaker lacks an opinion, that answer choice is wrong.
