Could someone provide another explanation for why answer A is correct?

This is a rather silly argument. The author is unhappy with the city council and wants to vote the bums out. Understandable, but their argument is weird. They want to vigorously campaign against all of the other members, but support her representative. She also hopes that everyone else in the city will do the same. There's one major flaw here, if everyone votes to re-elect their rep and campaigns against the rest of the council, then everyone will still be voting for their own rep, and the entire council will be re-elected.

A pretty much fixes this flaw. It tells us that that it is not the case that most people will follow the same strategy, that would reelect the incumbents.
