Why was the answer not B?

I understand why E works, it was actually my instinctive choice. However, if the staff develops immunity - does that not matter? Sort of confused with this one.

Hi, the argument is that it will not be a danger to patients. The fact that staff are immune, but possibly still able to infect others, doesn't have much to do with patients getting the disease.
