Same, I don't understand what the question is asking.

Hi. This question is asking us what happens if two of the three vote exactly the same way. We know that both f and h vote for the rec bill, and that g voted against it. So, the only way for two to vote the same way is for f and g to vote identically, which would mean they both vote against the other two bills, and g votes for both of the other three bills. This is consistent with E.
