It looked like there were indications on the passage that the need for short-term aid is also crucial (such as in lines 51-54 and 56-59), but is the reason why E is eliminated is because of the word "few" in the answer choice? That only few communities experience the need for short-term aid? Thank you in advance.

Yep! The passage clearly shows the author disagrees with E. Obviously communities need immediate aid as well as long term aid. So clearly e cannot be correct.
