Why did you remove the negative on the PF and PS on the either or provision in the last sentence and made them positive .

Hi @osilo, our last sentence tell us that either the students or the faculty will dislike the policy. In other words, we know that at least one of the two groups will dislike the policy. Since at least on must dislike, we know that if one group likes the policy, then the other group must dislike it.
If the policy is popular with the faculty, then in order to fulfill the last sentence then we know it must be unpopular with the students. We can diagram this as IF PF -> NOT PS.
Likewise if the policy is popular with students, it must be unpopular with faculty, or IF PS -> NOT PF.
