Hi Abigail,

Answer choice D does not really resolve the tension between falling crime and rising fears about crime. We don't particularly care about the "most" anxious people since the argument seems to be talking about aggregate public anxiety. It makes sense that the people closest to crime are most afraid of it, but it does not explain why fear rose despite a fall in crime.

E does explain this, by telling us that although crime fell, media coverage of crime actually rose.
