Why is the answer in the current tense instead of the past tense?

Answer B says that that supercomputers are unable that predict the flow. Isn’t that a problem that was solved? I crossed it out because the reading said supercomputers are now used for that purpose. How can the answer say they are not able that predict the flow in the present tense if they are now used for that purpose? Thanks for the help.

I think that the problem solved was the ability of computers to predict flow, but the computers that solved this problem were parallel computers, not supercomputers. We know that supercomputers were unable to solve the problem, and the problem was only solved with the advent of parallel computing, so we can assume that supercomputers are still unable to solve the problem.
