the second part of rule 3 states , but no more than one tasks a day sooo how are we having ,for example, helena doing sanding AND priming. I thought this meant they can only have 1 tasks one or the other and not both

You're right that Helena cannot do both priming and sanding on the same day. However, the setup tells us that this project takes place over up to three days, so it is possible she does those tasks on different days.
