If the last two cars washed receive the same kind of wash as each other, then which one of the following could be true?

I have looked through the rules multiple times and am struggling to see why T could not come prior to M if they both receive regular washes as the second and third cars being washed. I currently have F and V as the final two cars getting super washes. Would love some help on what I am not seeing!
