can you explain the game set up. What does it mean " no more than one apartment is vacant" does this mean at all times one apartment must be vacant??
It also says at most 2 people are in apartment 1, meaning 1 or two people, is it possible to have zero people in apartment one?
by explaining game set up i may be able to understand the answer choice for this question as well.

Hi, the first rule means that the maximum number of vacant apartments we can have is one.
That is, we cannot have two vacant apartment, but we are allowed to have one. This sets an upper limit on the number of empty apartments, but it does not mean that there must be one at all times.
