Question # 16 - An Answer to Which Question

Can someone please affirm my logic for why the answer choice I chose is wrong as well as the other incorrect answer choices? It would help in my analysis of why the wrong choices are wrong and why the right choices are right. I originally chose Answer Choice "E" for this one, which I know is incorrect. Inefficiencies that exist in bankruptcy regimes that place a high priority on the orderly discharge of debts is discussed in the first paragraph but nowhere do they discuss inefficiencies. Answer Choice A: the likelihood of a corporation undergoing reorganization and it emerging successful from bankruptcy isn't discussed. Two types of bankruptcy approaches are discussed as well as two individuals but never the likelihood of a corporation emerging successful from bankruptcy. Answer Choice B: I never say in the passage a reference to the percentage of contractually secured debt that is recovered so this one is out. Answer Choice D: This was a tempting Answer Choice for me; however, the kinds of creditors that are vulnerable is never really discussed. At first I thought the reference to suppliers might be a creditor but then thought suppliers aren't necessarily creditors. Am I right to have corrected myself here? Suppliers aren't creditors, correct? Answer Choice C is correct because the author says, "Such a compulsory regime, Jackson argues, guarantees that claims will be fairly adjudicated and that the collection process will be efficient." That is his argument, correct?
