negation

the negation in the conclusion is confusing me. although this is a strengthen question, should I have approached it as a weaken question?

Hi Abigail,

I would probably still treat this as a strengthen, and the argument we are trying to prove is that something did not happen. While we could potentially approach this as weakening the argument that fluoridation does prevent decay, I personally find it easier to look at it as strengthening. That said, It is totally valid to treat this as a weaken of an argument that is not really presented, if that makes more sense to you.
