Hi Mayatassi,

While Whatley does advocate irrigation, this is not to make sure that farmers have buyers for their crops. Irrigation is simply a way to ensure that crops are able to grow, but it does not help to make sure that there will be demand, like his condition that farms be hart roads to cities does.
