Why not D?

Why is D wrong? If Griselle wants to tax more than just gasoline, then the revenue burden is more evenly distributed, and Antoine's argument about fairness fails, no? Thanks!

Hi, G does want only a tax on gas. G is not arguing for tax increases in general, she is arguing for an increase on Gas in order to get people to consume less. The goal is not additional revenue, but decreased consumption.
