What's wrong with E?

Why must the negation of E be "never" instead of "railroad commuters often want..." I get that never contradicts rarely, but that isn't the same thing as negating it, and I chose E thinking that if commuters often wanted freight services, then this would undermine the premise that freight services and commuters divides the railroad's attention. Thanks!

Either way, it is irrelevant. The argument tells us that splitting attention decreases quality. Who cares if you disappoint your customers once or twice? Either way, you are going to fail them regardless of if they are in only one category, or in both.
