Hi, I don't see how E is really relevant to the argument. So what that motorists avoid accidents by driving the same speed as the rest of traffic? I suppose that if you lower the speed limit, this generally might suggest that people follow it, but that would require one to assume that people will drive slower when the speed limit falls, and that this is safer. I simply don't see how that strengthens the argument.
