Why would the main point not be "The city is in a financial crisis and must reduce its spending"? Would this be because the passage, as a whole, is mainly talking about the Zoo itself? Like if the passage was more focused towards the city as a whole and not just the Zoo, would the main point then be: "The city is in a financial crisis and must reduce its spending"? After rereading the passage and questions a few times, it's slowly becoming more clear to me but I just want to make sure I fully and surely understand the "Main Point" question sections.

The main point that the Zoo director was trying to make is that they do not need to cut zoo funding. So the main point wouldn't be to reduce spending on the zoo if the zoo only makes up half of 1% of city funding, and increases business generally around the city. He was arguing on why not to cut the spending at the zoo, so the city being in financial crisis is not his point.

Hi, the first sentence is not the conclusion, a conclusion is something the author is trying to prove. To prove there is a crisis, we would need an argument about how much money the city has vs how much it needs and owes. The Author is not trying to prove there is a crisis, but is using that as background for her argument. I think your inclination that this is a passage about the zoo rather than the city is completely correct.
