Why is D wrong?
I approached this question as a main point question, however, LSAT is claiming it is a MBT question. The statement before each pivot notes a restriction; hence why I chose D. Why is E a better answer compared to D?

This is indeed a main point question, that was in error. The author isn't arguing that imposing restrictions would always be costly, but rather, that we need to consider the cost in each case, which is the second sentence of the argument. The author is not actually saying that it would always be very costly
