How can C even be the answer?

Where in the argument is it talking about "intended for other individuals?"

The argument is saying that we should not use diaries because they are only intended for the self. That is, they are not intended for other people. C supports this by saying that we should only be able to use statements intended for others, that is, statements that were not only intended for the self.
