How do we know that every variable has to be placed?
There is nothing in the question that objectively indicates that every town must be visited by each truck. It is, however, an assumption on which completing this game properly depends. Take town I, for instance. We could totally leave it out of the picture and violate no rules.

You're right the setup doesn't explicitly say this, but both snacks and juice have a "fourth school" mentioned in the rules, meaning all four must be visited.
