B & C

I thought B looked good, then I read C and it matched my anticipation and I felt better about it so I selected it. But I still can't quite find what's wrong with B even after reading the explanation. Can someone explain this to me and a tip or method on how to not get tempted by an answer like that again?

B is a conditional that takes the conclusion as a sufficient condition. If the conclusion is true, it is still possible that it is not the case that it always will reduce as effectively. However, in this case this is true, but it does not always have to be true.
