Necessary Condition

Does "always" introduce the necessary condition? Why or why not?

Always introduces a necessary condition, but context is important. If I say "the sky is always blue" then being the sky is sufficient to prove that that thing is blue. Always means that something must be true in all cases. That is what a necessary condition is, it is something that must be true when the sufficient condition has happened.
