Hi, the last sentence simply gives us an example of one case in which there is a trade off between the interests of creditors and workers, which is used to illustrate that K fails to give us a means to decide how to approach such a trade off. It does not suggest that one group is more vulnerable than the other.
In the middle of the last paragraph, the author explicitly tells us that such a regime leads lenders to charge more for credit.
