Why B and why not A?

B sounds like its arguing against the position of the question stem. In answer choice B there are two possibilities. 1. One course of action 2. a second course of action that forecloses the possibility of the first. To me, option two is the demolition of the housing (which is the one I need to guarantee to be the right decision) because it forecloses the possibility of renovation. Answer choice B says that option two should *not* be the one adopted which is the demolition. So to me answer choice B is the opposite of what we want in an answer choice which is why I chose A. Answer choice A comes closer to guaranteeing the conclusion. The stimulus states everyone agrees the abandoned building poses a threat to public safety which is the necessary condition of A. If we negate that, then we should not pursue the option that provides the most housing, which leaves us with the alternative which is demolition. The answer choice doesn't specifically advocate for demolition which would have been stronger because another option would've been just leaving the buildings alone. But to me it comes closer to guaranteeing the conclusion than B which sounds like its a principle that would lead to the the exact opposite course of action.

Hi, B is indeed arguing against the passage. It tells us that we should try the less destructive option first. This is a clear weakener. A does seem to be somewhat closer to the passages position, but it isn't really relevant.
It tells us we should do the rehab unless there is a threat. However, there is a threat, so this tells us nothing.

This is a really weird question stem. It's asking us which would be EITHER a strengthener or a weakener. B is a clear weakener. I'll admit that I don't think I remember any similar questions.
