I think the flaw here is that the author conflates close elections with being polarized on the issues. There is not reason given to think this is true. Perhaps the election are so close because the parties are so similar. I'm not sure what I would formally name this flaw as, but the author simply does not provide any reason to think that their conclusion flows from their premises.
