Why is D correct?

Can you please explain why D is correct? It sounds like it is just restating the last half of the second sentence. So I don't understand how that would weaken the argument.

Hi, the author is saying that social issues are distinct from scientific issues since social issues have political implications and cannot be settled based on evidence alone. D tells us that scientific issues are actually similar to social issues in this regard, which undermines the authors idea that they are distinct.
