Hi, the methodology was as follows: surveying all people in the city over 19 if they had graduated. There was a mismatch between these numbers and the schools number of how many dropouts there were. However, there is a key flaw here. Not everyone who went to the school still lives in the city, and not everyone who lives in the city went to the school. This is a match for C.
