If the third digit of an acceptable product code is not 0, which one of the following must be true?

Mini LSAT Practice Question

For the question on the Practice LSAT "If the third digit of an acceptable product code is not 0, which one of the following must be true?" I found that after testing the code 1 2 3 0 4, three of the answer choices applied however I still got the question wrong? Could someone explain?

This is asking us what must be true, not what could be true. If 0 is not third, then it must be fourth or fifth (since the first and second digits must be either 1,2 or 2,4). However, 0 can never be fifth since the fifth digit is more than the third, so 0 must be 4th.
