The passage doesn't explicitly say anything about urban or rural living, but this question is only asking us which would be most consistent. We know that readjustment called for leaving traditionally Indian areas and culture and assimilation into mainstream society, so the idea of leaving reservations for some other area would fit that. I am also having trouble viewing the explanations which is not very beneficial to learning how I can improve upon my answer choices. I cannot see the answers in the review section either. I find it's often easiest to read on desktop, but either way, you should go to question explanations, click on the first question of the passage, or any other question in the passage, and you can see both a question summary and a passage summary.
