Why A
I arrived at A through process of elimination but I really don't have a good grasp on why they would disagree over A. Neither of them discuss the others' position. Maybe one of them thinks that both are equally violative. Can someone help with this?

Hi, we know that one prefers rationing to occur on economic grounds, and the other prefers it to occur on non economic grounds, since they prefer systems based on those grounds. I think this shows that they would disagree.
