None of these have to be true

The stimulus says that all contributions over $100 from people that are nonresidents and never were residents must be reported A doesn’t have to be true because a nonresident could’ve contributed in excess of 100 dollars without reporting it as long as the nonresident was once a resident B doesn’t have to be true because if they were all above board there’s no reason to report. We have no reason to believe there were contributions that needed to be reported C doesn’t have to be true because he could’ve gotten a contribution from some sort of large corporation or illicit enterprise that requires report for that reason D doesn’t have to be true because maybe an illicit enterprise donated 10 dollars but because its from an illicit enterprise it needed to be reported E doesn’t have to be true for the same reason as C and D

Hi, I found this question quite tough as well.

If the premise were that you must register if and only if it's large and from out of towners then C would be obviously correct. However, that isn't what the passage says.

While I don't find it particularly satisfying, I think that the question explanation is the best reason why C must be true. The passage tells us that the "law" in the singular form is that we must register large donations by out of towners. One could read this to mean that the only relevant law about registering campaign donations is that you must register large outside donations. Since none of the donations were by outsiders, then none needed to be registered.

While I find this reading to be less than intuitive, I do think that a reasonable person could interpret it as such, and since the other answers clearly do not need to be true, I would feel ok picking C.
