If one subzone in each of the zones is designated for industrial use, then which one of the following is allowed?

clarification on the stimulus

"A total of no more than three sub zones can be designated for each of the three uses." How do we know that this is over the course of all three zones total and not per zone? I was doing this game with the idea of no more than three per zone so I was getting these all wrong but there's no indication either way.

There is a reason this game is notoriously hard, and that is exactly what you pointed out. The fact that we have zones, sub zones, and uses is confusing enough, but the testmakers also decided to hide a rule in the passage, that no more than three total.

You are far from the only person (I'm fairly sure I did this my first time trying this game) to read it as "no more than three per zone" but if we look at what the passage tells us, it's just "no more than three"

In the absence of any other modifiers, telling us "no more than three of each use" seems to apply to the whole game. I think when there is no indication either way, as is the case here, assume the thing in question is generally true unless you are told it's not.
