Why is B wrong? My scenarios show spots 2,3,& 4 can be traditional pieces? Why is C a better answer choice? I can't use the question explanation video due to tech issues so please help. :/

Hi, while I think any of those could be traditional, the second rule bans all three from being traditional, as we are told there are only consecutive traditionals. This is not an issue for having just 3 and 4
