Sampling flaw revisited

Explanation for this question somewhat disregarded the idea that a sampling flaw was prominent. Would we consider the move from a survey about workers to conclude something about corporate workers a sampling flaw?

While I agree there is a shift in the population (survey appears to cover all workers, but conclusion is only about corporate workers), that isnt the flaw that the exam actually ended up testing.
