when evaluating D I selected it because I thought it had the potential to be false, but in listening to the explanation A is a much better answer. is D wrong because it doesn't HAVE to be false, but it could be false?

Yep! The question is asking us which one must be false, or could never be true. Since D could be true, it is not the answer.
