It does seem that the stimulus is assuming that Urban means Major city. Usually, Cities are described as dense or large, big but Urban can also mean a city that is large with a high density of people spread out. This question just seems wrongfully misleading.

Hi, while there may be a mismatch between the term urban and major city (urban would indeed include smaller cities as well), I don't think that's a problem here. The argument we are trying to weaken is that electric cars also lead to an increase in urban pollution via greater power demand. If we j on that power generation happens far from major urban areas, we have a major reason to doubt that argument. While it may not be 100 percent airtight, the bar to weaken isn't 100 percent destroy the argument, but rather to just weaken it.
