Think Ifigured it out. Could it be Because in that question, the "POK Box" created a new operating-rule, outside of the previous hypothetical placements sorted for either N/O; Rule-5: L>P>N/O or L>P>O/N. Thoughts?

Yep, it's because of the POK rule, we know that anything (N) that's after one of the POK box must be after the entire box.
